Freedom of Expression and the Media in Bosnia and Herzegovina

Aim: Ensure that the right to freedom of expression and the right to freedom of information are respected, protected and fulfilled, without discrimination. 

How: Through three components project will focus on: i) the theme of freedom of expression / freedom of the media with a special focus on hate propaganda. The component's focus is on improving the effect of enhance effectiveness of the Ministry for Human Rights and Refugees and other key actors in BiH; ii) the theme of freedom of information / access to information; iii) coordination of the MHRR in general with a view to the mandate for human rights

Why: The project Supporting Freedom of Expression through Council of Europe (CoE) and its national partner, the Ministry of Human Rights and Refugees (MHRR) is assessed as relevant in relation to overarching poor people's perspectives and the rights perspective as well as the environment, gender equality and conflict reduction priorities.

Target group 
The project will work primarily with the Ministry of Human Rights and Refugees in BiH as the proposed main beneficiary and partner. In accordance with specific core themes, the project will extend its intervention to other duty-bearer institutions, with a stake on Freedom of Expression and Freedom of Access to Information such as: the Ministry of Communications and Transport, Ministry of Justice, Ministry of Civil Affairs, and other agencies and institutions, including the Institution of Human Rights Ombudsman, the Communication Regulatory Agency, Gender Equality Agency, Data Protection Agency, Public Administration Reform Coordinator’s Office, State Statistics Agency, Press Council BiH, other Ministries of the Federation of Bosnia and Herzegovina and Republika Srpska.
